He specializes in enterprise transformation and management excellence through clear results, values and ethics and human resources management.
His approach is to achieve innovative outcomes (“the what”) in a collaborative manner (“the how”) that respects people and institutions.
Ross’s executive experience spans 15 years, the last five as an Assistant Deputy Minister at the Treasury Board Secretariat. It included government-wide leadership roles in enterprise transformation, human resources policy, performance management, management for results, values and ethics, official languages, strategic reviews, service delivery, public-use internet and strategic policy.
Ross was the Treasury Board Secretariat lead on relations with the Commissioner of Official Languages and the Integrity Commissioner, both of which are agents of Parliament. In addition, he led the development and introduction of the second Values and Ethics Code (2013) for the federal public sector. Finally as Deputy Assistant Secretary of the Expenditure Management sector at the Treasury Board Secretariat, he was responsible for the policy on management for results (Program Activity Architecture and results measurement—precursors to the current Results and Delivery policy.)
Mr. MacLeod holds a Masters of Science from the London School of Economics, a Bachelor of Arts from Acadia University and is a certified executive coach.
